Dear Colleagues,

We have had discussions on “Strengthening Policy Synergy and Building Closer Partnerships”, and we all agree that we should actively synergize our economic development policies and plans in the spirit of partnership, and promote high-quality Belt and Road cooperation.

- We all support a closer global partnership on connectivity with the Belt and Road Initiative as a platform for cooperation. Facing instability and uncertainty in global economic growth, we all want to join hands with each other to move forward. We will insist on multilateralism, build an open world economy and closer cooperation, and thereby achieve mutual benefits.

- We will continue to enhance policy synergy. We all agree that synergic development plans and concerted macro-economic policies will lead us to coordinated, common,and win-win development. We reiterate our willingness to synergize our own development with the development plans of international and regional organizations. Of course, policy synergy must be built on a foundation of equal partnership: There is no difference in status among policies and plans of different parties, and the rights of all countries to formulate their own respective policies and choose their own development paths must be respected. We all expect policy synergy to yield a “1+1>2” result.

- We will stick to the principle of extensive consultation, joint contribution and shared benefits. These are the basic principles in promoting Belt and Road cooperation, and the guarantee of steady and sustainable development of this cause. The cooperative projects we have shared here are conducted under these principles. Next, with bilateral cooperation as a basis, we will strengthen tripartite and multi-party cooperation, launch public-private partnerships, and support joint financing to share responsibilities, risks and benefits.

- We all support extending policy synergy to cooperation in various fields. During this forum, a number of countries, international organizations and enterprises have signed agreements on the coordination of development strategies and cooperative projects. We need to take concrete actions in line with these agreements, promoting deeper substantive cooperation in different fields. Various parties have initiated or established multilateral dialogue and cooperation platforms in a group of particular fields, which embody our principle of multilateral cooperation and meet the needs for pragmatic cooperation. The countries involved are different and the ways of cooperation are diverse, but all these platforms advocate openness, inclusiveness, equality and cooperation, serve the Belt and Road Initiative, and aim to realize the goal of common development.

All the common understandings we have reached are important and will help us to better build the next stage of the Belt and Road.

I also want to take this opportunity to thank the senior representatives of those countries and organizations that have attended this session of the forum. I hope you will convey my greetings to the leaders of your countries and organizations.
